Weaknesses of health systems limit their performance. Health System Strengthening (HSS) is an approach which made of strategies, responds and activities and aimed to sustainable improvement of health systems' performance. The HSS helps policy-makers to achieve the improvements by stimulating the system thinking. Furthermore, effective monitoring, evaluation, and learning are important factors in the effectiveness of the HSS.
