Background: Today, the health system in Iran is struggling with many challenges. Therefore, the purpose of this study was to analyze the challenges affecting the health system development plan from the perspective of staff and hospital managers in Tehran province.
Methods: The present research is applied in terms of purpose, and in terms of data collection method, is survey. The statistical population in this research includes Tehran province hospital staff and managers. The sample size of the sample was 384, using cluster sampling. The main instrument for collecting data is a researcher-made questionnaire. The validity of the research was confirmed through content validity and convergent validity, and reliability of the research was confirmed by Cronbach's alpha and combined reliability. The main tool for analyzing the data is SPSS 22 and Amos 22 software.
Results: The findings of the research indicate that educational factors with a regression coefficient of 5.18, promotion and service quality with a regression coefficient of 6.93, financial support with a regression coefficient of 3.35 and communication clarity with a 1.49 regression coefficient on health promotion plan The 95 % confidence level has a significant effect.
Conclusion: The results show that the use of specialist staff and their training, the existence of equity in the use of insurance services, the attention of management specialists in decision making and policy improves the performance of the health system.
