استقلال قطبهای علمی علوم پزشکی: یک مطالعه کیفی

<div id="_com_4" uage="JavaScript"><strong><span style="font-family:B Nazanin;">زمینه و هدف:</span></strong><span style="font-family:B Nazanin;"> قطبهای علمی سازمانهایی هستند که در زمینه تخصصی خود فعالیت</span><span dir="LTR"><span style="font-family:Times New Roman,serif;"></span></span><span style="font-family:B Nazanin;">های شاخصی دارند. در این سازمان</span><span dir="LTR"><span style="font-family:Times New Roman,serif;"></span></span><span style="font-family:B Nazanin;">ها متخصصین مربوطه در حوزهای ویژه فعالیت میکنند و این قابلیت را دارند که با استفاده از ابزارهای جدید و تکنیکها و تکنولوژیهای خلاقانه، خدمات با کیفیت خود را ارائه نمایند و برای سازمان خود منافع مالی و بازگشت هزینه به همراه داشته باشند. ارتقای استقلال قطبها نقش مهمی در رقابت پایدار آنها در آینده دارد. لذا این مطالعه با هدف تبیین نظرات اعضای قطبهای علوم پزشکی کشور در خصوص استقلال قطبهای علمی انجام شد.</span><br>
<strong><span style="font-family:B Nazanin;">روش پژوهش:</span></strong> <span style="font-family:B Nazanin;">این مطالعه به صورت کیفی و با روش تحلیل محتوا از طریق مصاحبه نیمه ساختار یافته فردی با 7 نفر از اعضای قطب</span><span dir="LTR"><span style="font-family:Times New Roman,serif;"></span></span><span style="font-family:B Nazanin;">های علمی علوم پزشکی کشور، صورت گرفت. نمونه گیری به صورت هدفمند و تا رسیدن به اشباع داده ها ادامه یافت. متن مصاحبهها از طریق کد گذاری و تشکیل طبقات و زیر طبقات بررسی شدند و با استفاده از نرم افزار</span><sub><span dir="LTR"><span style="font-family:Times New Roman,serif;">10</span></span></sub> <span dir="LTR"><span style="font-family:Times New Roman,serif;">MaxQDA </span></span><span style="font-family:B Nazanin;"> تحلیل شدند.</span> <br>
<strong><span style="font-family:B Nazanin;">یافتهها:</span></strong><span style="font-family:B Nazanin;"> براساس نظرات مشارکت کنندگان دستیابی به استقلال و اختیار قطبها در کشور نیازمند یک سری پیش نیازها (منجمله اهداف، استراتژی</span><span dir="LTR"><span style="font-family:Times New Roman,serif;"></span></span><span style="font-family:B Nazanin;">ها) است. همچنین دارای ابعاد مشخص (ازجمله منابع مالی، انسانی) نیز میباشد. مشارکت کنندگان موانع و چالشهایی را برای استقلال قطبها برشمردند (فرآیندهای بروکراتیک، عدم تفویض اختیار و غیره) و راهکارهایی را نیز به عنوان موارد راهگشا معرفی کردند (انجام ارزشیابی درونی و بیرونی، اعتباربخشی و غیره).</span><br>
<strong><span style="font-family:B Nazanin;">نتیجه گیری: </span></strong><span style="font-family:B Nazanin;">بر اساس مصاحبهها و تحلیل صورت گرفته به نظر میرسد پیش از اعطای استقلال به قطبهای علمی کشور لازم است مواردی چون پیش نیازها، مشخص نمودن ابعاد مورد نظر در استقلال قطبها، مرتفع نمودن چالشهای پیش رو و ارائه راهکارها مد نظر قرار گیرد. همچنین طبق نتایج به دست آمده پیش نویس آیین نامه استقلال قطبها تنظیم شد که میتواند به عنوان راهنمایی در مسیر استقلال قطبهای علمی مورد استفاده سیاستگذاران قرار بگیرد.</span></div>

<strong>Background</strong>: Centers of excellence are organizations with prominent activities in a specific field and are capable of delivering quality services using specialized equipment, innovative techniques, and modern technologies. They can also bring financial benefits and cost recovery to their organizations. So, promoting the independence of these organizations plays a critical role in maintaining sustainable competition in their future efforts. The purpose of this study was to develop goals and challenges of independence for centers of excellence<span dir="RTL">.</span><br>
<strong>Methods</strong>: This was a qualitative content analysis study including semi-structured interviews with 7 individuals from centers of excellence affiliated to medical sciences. Purposive sampling method was conducted and continued until data saturation was met. Interview transcripts were analyzed by coding and classifying the concepts into categories and subcategories. Later, the MaxQDA <sub>10</sub> software was used for further analysis<span dir="RTL">.</span><br>
<strong>Results</strong>: According to the participants, a number of prerequisites (such as goals and strategies) are required to secure independence and authority of Iranian centers of excellence. Such independence has some distinct dimensions such as financial and human resources. Furthermore, participants identified the possible obstacles and challenges (such as: bureaucratic processes and failure to delegate authority) with regard to the independence of these centers and proposed solutions to tackle them (such as internal and external evaluations and accreditation)<span dir="RTL">.</span><br>
<strong>Conclusion</strong>: Based on the interviews and analyses, before granting independence to the scientific poles of the country, it is necessary to consider such as prerequisites, determining the desired dimensions in the independence of the poles, solving the challenges ahead and providing solutions. Also, the results can be used to set up independence regulations for policy makers to support them during the process of the independence of the poles.<span dir="RTL"> </span>
