fa مدل برونسپاری خدمات در وزارت بهداشت، درمان و آموزش پزشکی با تکنیک دلفی فازی در راستای بهبود کیفیت خدمات سلامت با تاکید بر بیمارستانها The Outsourcing Model in the Ministry of Health and Medical Education with Fuzzy Delphi Technique in order to Improve the Quality of Health Services with Emphasis on Hospitals تخصصي Special پژوهشي Research <div style="text-align: justify;">زمینه و هدف: برونسپاری در وزارت بهداشت مبنی بر اصلاح ساختار نظام سلامت و بهبود کیفیت خدمات میباشد. لذا پژوهش حاضر ارائه مدل برونسپاری خدمات در وزارت بهداشت، درمان و آموزش پزشکی با تکنیک دلفی فازی در راستای بهبود کیفیت خدمات سلامت با تاکید بر بیمارستانها بود. روش پژوهش: تحقیق حاضر از نظر هدف، از نوع تحقیقات داده بنیاد، از نظر روش اجرا، جزء تحقیقات اکتشافی بود که به صورت کمی و کیفی در سال 1399 انجام شد. جامعه آماری مورد نظر افراد خبره برونسپاری بودند. برای انجام مطالعه بین 59 دانشگاه علوم پزشکی کشور، 50 نفر با روش نمونهگیری هدفمند جهت انجام مصاحبه برای گردآوری شاخصهای برونسپاری برای ارائه مدل مناسب انتخاب شدند. شاخصها هم از روش بهره اطلاعاتی با کمک نرم افزار Matlab دادهکاوی شدند و شاخص‌ها طبق امتیازی که داده شد اولویت‌بندی شدند. از شاخص‌های اولویت بندی شده که در 19 بعد خلاصه شدند پرسشنامه حاصل شد و به همان افراد خبره برای کامل کردن در 2 دوره متوالی داده شد. بعد از کامل کردن پرسشنامه توسط افراد خبره از روش دلفی فازی برای تجزیه تحلیل نهایی استفاده گردید. یافته ها: بر اساس مدل به‌دست آمده 44 عامل در برونسپاری خدمات موثر هستند که این عوامل وارد نظرسنجی دلفی شدند. طی 2 مرحله دلفی فازی در مورد هر 44 شاخص اجماع حاصل گردید. بیشترین میزان موافقت خبرگان با مؤلفه انعطاف‌پذیری و کمترین میزان موافقت با مؤلفه گواهی صلاحیت برای ارائه خدمات توسط شرکت برونسپاری کننده بود. نتیجه گیری: براساس الگوی به‌دست آمده عوامل مختلفی در برونسپاری خدمات مؤثر هستند که لازم است این عوامل در برنامه‌ریزی‌های مراکز بهداشتی، درمانی به ویژه بیمارستانها بیشتر مورد توجه قرار گیرد. طبق یافته‌ها می‌توان گفت ابعاد مرتبط با برونسپاری خدمات از اهمیت ویژه‌ای برخوردار است. با توجه به وجود قابلیت برونسپاری در میان بسیاری از واحدهای بهداشتی، درمانی میتوان از آن در جهت انعطافپذیری در ارائه خدمات و رضایت بیمار در اداره کردن مراکز بهداشتی و بیمارستانها بهره برد.</div> <div style="text-align: justify;">Background: Outsourcing in the Ministry of Health is based on the reforming the structure of the health system and improving the quality of services. Therefore, the present study wanted to present the outsourcing model of services in the Ministry of Health and Medical Education with fuzzy Delphi technique in order to improve the quality of health services with emphasizing on hospitals. Methods: The present research in terms of purpose, data research type, implementation method, was part of the exploratory research which has been done quantitatively and qualitatively in 2021. The statistical population was the outsourcing experts for a study between 59 universities of medical sciences in the country, 50 people were selected by purposive sampling method. They were selected for interviews to collect outsourcing indicators to present a suitable model. The indicators were mined data using the information gain method by Matlab software and the indicators were prioritized according to the scores given. A questionnaire was obtained from the prioritized indicators, which were summarized in 19 dimensions, and the same experts were given to complete in 2 consecutive periods. After completing the questionnaire by experts, fuzzy Delphi method was used for final analysis. Results: According to the obtained model, 44 factors are effective in outsourcing .These factors entered the Delphi poll. During 2 stages of fuzzy Delphi, consensus was reached on all 44 indicators. And the highest degree of expertise agreement with the flexibility component and the lowest level of agreement with the component of the certificate of competency to provide services were outsourced by the company. Conclusion: According to the obtained model, various factors are effective in outsourcing services that need to be considered more in the planning of health centers, especially hospitals.
