fa طراحی نقشه استراتژی مراکز خدمات جامع سلامت با رویکرد کارت امتیازی متوازن Designing a Strategy Map for Healthcare Centers with Balanced Scorecard Approach تخصصي Special پژوهشي Research زمینه و هدف: به ‌علت سطح پیچیدگی سازمان‌های مراقبت سلامت، عوامل متعدد در زمینه ارتقاء خدمات سلامت نقش دارند، بنابراین نیازمند توسعه رویکردی سیستماتیک برای ارزیابی کارآیی و سیستم مدیریت آن‌ها می‌باشد. کارت امتیازی متوازن به‌عنوان یک نظام ارزیابی با بررسی رابطه علت و معلولی اهداف و ترسیم نقشه استراتژی می‌تواند در این زمینه نقش داشته باشد، لذا هدف از این تحقیق، تدوین نقشه استراتژی مراکز خدمات جامع سلامت با رویکرد کارت امتیازی متوازن بود. روش پژوهش: پژوهش کیفی و کاربردی حاضر به روش آمیخته در سال ۱۳۹۹ انجام شد. جامعه آماری پژوهش، کلیه خبرگان حوزه بهداشت از دانشگاه‌های علوم پزشکی سراسر کشور بودند که ۱۵ نفر از آن‌ها بر ‌اساس نمونه‌گیری هدفمند گلوله برفی انتخاب شدند. ابتدا از طریق بررسی متون و مقالات مرتبط با ادبیات موضوع با جستجو کلی در پایگاه‌های الکترونیکی خارجی و داخلی، فهرستی از دیدگاه‌های کارت امتیازی متوازن و اهداف مرتبط با مراکز خدمات جامع سلامت شناسایی، سپس به‌وسیله پرسشنامه محقق ساخته، با نظرخواهی از خبرگان به روش دلفی فازی در ۲ مرحله، دیدگاه‌ها و اهداف مرتبط با مراکز خدمات جامع سلامت مشخص گردید و با استفاده از روابط تکنیک فرآیند تحلیل شبکه‌ای بهبودیافته بر مبنای دیمتل، طی ۴ گام به‌وسیله نرم‌افزار Excel ۲۰۱۶ و ۲۰۱۴ Matlab روابط بین آن‌ها بررسی و درنهایت اثر‌گذاری اهداف و دیدگاه‌ها بر یکدیگر تعیین و نقشه استراتژی ترسیم شد. یافته‌ها: در این پژوهش مسئولیت اجتماعی به‌عنوان دیدگاه جدید و دیدگاه‌های بیماران و جامعه، وضعیت مالی و بهبود عملکرد، رشد و توسعه و فرآیند‌های درون‌سازمانی جایگزین دیدگاه‌های اصلی کارت امتیازی متوازن گردیدند و با بررسی ارتباط بین آن‌ها، دیدگاه‌های رشد و توسعه، فرآیند‌های درون‌سازمانی و مسئولیت اجتماعی تأثیرگذار و سایر دیدگاه‌ها تأثیرپذیر شناخته شدند. نتیجه‌گیری: با توجه به پیچیده بودن فعالیت‌های مراکز خدمات جامع سلامت، جایگزینی دیدگاه‌های متناسب با مراکز خدمات جامع سلامت با دیدگاه‌های اصلی ارائه‌شده توسط کاپلان و نورتون (۲۰۰۴) می‌تواند بهترین نتایج را برای رسیدن به اهداف و استراتژی به ‌دست آورند. همچنین بر اساس ارتباط علت معلولی دیدگاه‌ها، تقویت دیدگاه‌ها و اهداف تأثیرپذیر موجب خلق ارزش برای اهداف تأثیرگذار می‌شود. سرمایه‌گذاری بر روی دیدگاه‌ها و اهداف تأثیرگذار باعث توانمند‌سازی و ارتقاء و رشد و توسعه موازنه بین درآمدها و هزینه‌ها و استفاده بهینه از منابع باعث بهبود دیدگاه جامعه و بیماران و کیفیت خدمات که هدف اصلی مراکز خدمات جامع سلامت هست، خواهد شد. <div> <div> <div class="msocomtxt" id="_com_1" language="JavaScript" on=""><illegal tag=""> </illegal></div> </div> </div> Background: Due to the level of complexity of healthcare organizations, many factors play a role in improving health services. Therefore, it is necessary to develop a systematic approach to evaluate their efficiency and management system.  Balanced scorecard can play a role in this field as an evaluation system by examining the cause-and-effect relationship of goals and drawing a strategy map.  Therefore, the purpose of this research was to develop a strategy map for healthcare centers with a balanced scorecard approach. Methods: This was a qualitative and applied research conducted using mixed methods in 2019. The statistical population of the research included all health experts from medical sciences universities across the country, 15 of whom were selected based on a targeted snowball sampling. First, through the review of texts and articles related to the literature on the subject with a general search in foreign and domestic electronic databases, a list of balanced scorecard views and the goals related to health and treatment centers of comprehensive health service centers was identified. After that, through a researcher-made questionnaire, by asking experts their opinions using fuzzy Delphi method in 2 steps, the views and goals related to comprehensive health service centers were identified. Then, through the relationships of improved network analysis process technique based on DEMETEL, in 4 steps by Excel 2016 and Matlab 2014 software, the relationships between them were examined. Finally, the effect of goals and views on each other was determined, and a strategy map was drawn. Results: In this research, social responsibility, as a new perspective and the attitudes of patients and society, financial status and performance improvement, growth and development, and internal processes, replaced the main perspectives of the balanced scorecard, and social responsibility was designated as a new perspective. By examining the relationship between them, the perspectives of growth and development, intra-organizational processes, social responsibility, and other views were found to be effective. Conclusion: Considering the complexity of the activities regarding comprehensive health service centers, replacing the views appropriate to the comprehensive health service centers with the main views provided by Kaplan and Norton (2004) can obtain the best results regarding the goals and strategy. Based on the cause-effect relationship of views, strengthening views and effective goals creates value for effective goals.
