fa شناسایی چالش‌های فرایندهای ورود و تجاری‌سازی تجهیزات پزشکی ساخت داخل به بازار Identifying the Challenges of the Processes of Introducing and Commercializing Domestic Medical Equipment to the Market تخصصي Special پژوهشي Research زمینه و هدف: با توجه به رشد سریع فناوری‌های پزشکی و افزایش تقاضا برای تجهیزات پزشکی باکیفیت، بهینه سازی فرآیندهای اخذ مجوز برای این تجهیزات بسیار حائز اهمیت است. فلذا این مطالعه به‌منظور تبیین و شناسایی فرآیندهای ورود و تجاریسازی تجهیزات پزشکی ساخت داخل، به بازار و بررسی مشکلات و موانع اخذ مجوز تجهیزات پزشکی انجام شد. روش پژوهش: مطالعه حاضر، مطالعه‌ای کیفی بوده که با رویکرد تحلیل محتوای کیفی در سال 1403 انجام پذیرفت. داده‌ها حاصل از مصاحبه‌های نیمه‌ساختاریافته عمیق با 18 نفر از آگاهان کلیدی که بهصورت هدفمند (با حداکثر تنوع از مدیران، متولیان دولتی/ غیردولتی/ خصوصی و فناوران)، انتخاب شدند، میباشد. دادهها با استفاده از نرم‌افزار 2020 MAXQDA  تحلیل شد. یافته‌ها: یافتههای حاصل از مصاحبهها و کدگذاری و استخراج مفاهیم در قالب شرایط علی به‌وجودآورنده فرایندهای معیوب (8 عامل)، شرایط مداخله‌گر (4 عامل)، راهکارهای برون رفت (24 راهکار) و پیامدهای فرایند معیوب (5 پیامد) ارائه شده‌است. نتیجه‌گیری: نتایج پژوهش نشان داد فرآیند با چالش‌های عمده‌ای همچون پیچیدگی مراحل اجرایی، زمان‌بر بودن، هزینه‌های بالا ، نبود شفافیت، و عدم هماهنگی بین نهادهای نظارتی مواجه است. این مشکلات، ضمن کاهش بهره‌وری، موجب افزایش وابستگی به واردات تجهیزات پزشکی و کاهش انگیزه تولیدکنندگان داخلی شده است. در راستای رفع این مشکلات، راهکارهای برون رفت از فرایندهای معیوب پیشنهاد شد که شامل مواردی نظیر تحلیل نیازها، ساده‌سازی فرآیندها، تقویت زیرساخت‌های فناوری و بهبود هماهنگی بین سازمان‌ها است که می‌تواند به بهبود قابل‌توجه کارایی، شفافیت و سرعت فرآیندهای صدور مجوز منجر شود.   Background: Given the rapid growth of medical technologies and the increasing demand for high-quality medical equipment, the optimizing process for these devices is of paramount importance. This study aimed to explain and identify the processes for entering the market of domestically manufactured medical equipment in Iran and to examine the challenges and obstacles in obtaining medical equipment licenses. Methods: This study was conducted in 2024. The method used in this research was qualitative and with a qualitative content analysis approach. The data are obtained from in-depth semi-structured interviews with people who were selected purposefully (with maximum diversity of managers, government officials and technologists).The number of participants is 18, which was determined by reaching the saturation stage. The data were analyzed using MaxQDA software 2020. Results: Findings from interviews, coding, and concept extraction are presented in the form of causal conditions that create defective processes (8 factors), interfering conditions (4 factors), exit strategies (24 strategies), and consequences of the defective process (5 consequences). Conclusion: The research results showed that the process faces major challenges such as complexity of implementation steps, time-consuming nature, high costs, lack of transparency, and lack of coordination between regulatory agencies. These problems, while reducing productivity, have increased dependence on imported medical equipment and reduced the motivation of domestic manufacturers.
